First check to make sure that the Blackcard is fully charged. When you push the button on the blackcard is should beep and lights up.
If you are trying to buzz your Blackcard and it is lighting up but not buzzing, you could have a defective buzzer. Please contact support@pebblebee.com and we will troubleshoot to see if you need a warranty replacement.
